21:23Um this is the bill that Max charged us for replacing the lines, the ones that were broken.

21:32This is what was left in the ceiling.

21:35That was draining the water out.

21:38So apparently these are not the right grade of pipe to put in this panel.

22:37And that won't be good either because there's no insulation between that and the top of the building.

22:43So and

22:46I didn't measure it before they ripped it out because it was all dripping water, but it was all this so and that's what took a lot of the water before we saw it.

30:38is that we come out, do a damage assessment.

31:15So when we come out, it's to make sure to be able to assess the situation, be able to make these presentations, and do a warm pass-off.

31:24In addition to that, to make sure that you guys are aware that the Small Business Administration actually has a totally

31:30Different departments.

31:31So no, we're not here to help people start businesses.

31:33At least I'm not.

31:34And if you see me that that that doesn't necessarily mean it's good to With this particular decoration, the primary physical damage occurred in f uh

31:45Fort Peck, basically the the reservation.

31:50Of course, with that part there are parts of different counties that are

31:55overlapping and then there are what we call continuous whichever is closest.

32:02Your particular county falls into the contiguous

32:06So let me start there.

32:09With contiguous counties, the type of assistance that is available is economic injury disaster loans.

32:16These are because just because the physical damage happened one place does not mean that it didn't happen, that it did not affect businesses downline.

32:26basically logistically looking at if someone's doing business with an affected area, that affected area is no longer able to gain resources and fulfill contracts with others

32:38Then that means that everybody down the line has been affected.

32:43The economic injury disaster homes, these are up to $2 million

32:49This includes everything from operational costs for leases, rents, even equipment.

32:58uh as far as operational costs and also not only that but also includes um salaries and as far as making sure that the employees can be played as well can be paid as well.

33:10The reason for this is

33:12Just as I did mention, just because one place got impacted, you may have employees that were impacted and are unable to come to work.

33:20So you're able to the these businesses are able to stay afloat.

33:24Our whole concern is making sure that money stays in the community and keeps turning because

33:31Small businesses are what makes things happen.

33:35In addition to that, the economic injury disaster loans are also available to be able to utilized by nonprofits

33:42And also from faith-based organizations.

33:47You guys are very resilient.

33:48I live in Texas, so I understand about the resiliency.

33:51But there's also another thing of suffering and silence and people robbing Peter to pay Paul.

33:57So I always say, hey, if you're gonna rob Peter to pay Paul, call, give us a call.

34:01Our economic injury disaster loans, or primarily our funds, actually end up going to those that are underinsured.

34:10uninsured and cannot get credit any place else.

34:15So let's say a farmer.

34:17They're up to the tilt, they can't do anything.

34:20They can't go to the USDA to get a loan.

34:23They can't, you know, they're they're leveraged out.

34:26They can still contact us and we will look at a way in which being able to assist them.

34:30I've seen loans as low as $34

34:32I mean every situation's different.

34:34But it's I've seen loans as low as $34.

34:40Our entire goal is to make sure that we get people back to hold to be able to survive whatever just occurred.

34:49Now with economic injury disaster loans, it is 0% interest, 0 payments, no prepayment penalty for the first 12 months.

34:59So it allows them to get through an entire cycle and be able to utilize it.

35:04Once again, I keep coming back to farmers

35:07They need to buy a new seed.

35:09Or what for whatever occurred, let's just say seed.

35:12Well, that's part of operational costs and expenses as far as what they're going through.

35:16And so if they have been been impacted

35:19And they're unable to make sure that they can move forward, and it's within this time period of our assistance, then they can apply and be able to receive assistance in that way as well

35:31So unfortunately, I hate to say it, but I know that there's gonna be more because I know there's been droughts out here as well.

35:37So the main thing is for us to get in front of you

35:41Yeah, physically in front of you to let you know that SBA is here, Office of Disaster Recovery and Resilience, to be able to assist in any way that we possibly can in rural communities.

35:52So anybody with questions on it, they can just reach out to you.

35:57They can and the easiest thing is to reach out to me and then then I can get an idea of where exactly

36:04And so I will be here, okay, so they told me I'll be here until the 9th of September in the area.

47:32And I I go with $50 an hour, but if they don't get the grant or we don't get the grant, then it's $25.

47:41I cut it in half.

47:43But that's because I'm usually working with agencies that don't have a lot of money and so and plus that Well here we are.

47:55at ease knowing I'm doing my very best job because if I don't get it then I get half of the money too.

48:02So can you um

48:06Have you I guess how much do you think a government um type grant would differ from nonprofit much sure as far as the time to do it?

48:17That and just the

48:19complexity of it?

48:20Well the government agencies are usually uh it depends on what you're going for.

48:27You know, I mean there'll be

48:31Let's say um community development grants and things like that can only be written by governmental agencies.

48:38And so there'll be schools that'll say we want a new roof.

48:42Well it's hard to find funding for education facilities.

48:45But sometimes it's easy, easier for governmental agencies depending on what they're putting the roof on.

48:51If they're putting it on a firehouse or a police department or something like that, there's some funding that's just

48:59for that specifically, just for fire departments or just for your wildline wildland fire management or something like that

49:10So if we want a new new front for our coathouse, that wouldn't be much of a problem to look for one

49:19Well, it wouldn't be easy, but that's what I usually do.

49:23I meet with the agency.

49:26What are you looking for?

49:27What are your expectations?

49:28Do you have joint

49:31any kind of matching funding because sometimes they want to match.

49:34Sometimes it's anywhere from 10% to 50%.

49:37It just depends.

49:38So if

49:39If they say we only have 10% match, then when I'm looking for grants, I can't do anything with a 50-50.

49:47Although sometimes you can

49:50Stretch that with in kind so I can use the wages of your employees as an in-kind match a lot of times if they do some of the work.

50:01So are you like is there like

50:08Yes, yeah.

50:09Um in fact I have one with the federal government, so I have those, but

50:14Even though it's a subscription, what it is is it's a password to get in there, and then it is 100 pages of grants that you go through.

50:25And but you can narrow it down, you know, like this is for education.

50:29This is for infrastructure and start narrowing it down that way.

50:35The I will let you know that federal grants

50:38take a lot more um writing and your oversight of those federal that do you have a grant

50:47So in this position, then is the writer also responsible for managing the grant?

50:53Because that's a big piece of it too.

50:58Would be nice for you, wouldn't it, to have somebody help do that?

51:01What do you mean by manage?

51:03All the reporting.

51:04You have to send them reporting and they will have so

51:11What I have done with some agencies is I will do the reporting, but let's say this the city of Foresight, for example, I work with the city director

51:23And she manages the money and everything in there but and gives me that report, but I put it into the report that goes plus all the wordy word what happened and who completed what

51:37So you can just do that.

51:39Yeah, I'd like to hit that.

51:40I would think that would be um really nice plus to

51:45Yeah.

51:45So then that would be part of the contracted hours too, then would be management and oversight.

51:52And then a lot of times, so there was like for example one agency at tourism

51:57grant that was written and um I was going to be responsible for getting all uh working with fish, wildlife and parks and all the agencies getting the

52:11Uh easements and things.

52:12They were doing walking trails and stuff and so Wow, that's a big job.

52:18It was.

52:19They didn't get that grant.

52:20So because Yeah.

52:23Well, and one of the reasons they did

52:26that they said was um we didn't prove that enough jobs were going to be created.

52:33They wanted job creation.

52:35Well we couldn't say how many people were gonna use it and what jobs would be tied to that so it was

52:41Yeah, you have to watch.

52:43And a lot of times the hard thing with grant writing is they won't give you the criteria of how they're going to score it until after they score it.

52:51But that's more state.

52:53Uh federal always gives you the list.

52:55of what their scoring criteria is.

52:57So that's very helpful because then I write to that criteria.

53:01And there's a lot of times I've worked with agencies and said, okay, they are going to require

53:06that you do this, this, and this, and they'll just say we don't have the personnel to do that, so we can't do that grant.

53:12And so that's good to know.

53:21So what are you expecting from from us should we decide to go forward?

53:26Does that sound like a good interview question?

53:28Yeah.

53:31Um well

53:34One of the things that um Mike had said, and I didn't I should have looked on the website, but he said that benefits might be a part of the package and if the benefit

53:45packages that would make me even more yeah, it would make me an employee.

53:50And so then the expectations from you is that I would need to know how often do you need me here

53:58a at the office and meeting with you all and you know, I don't know about you guys, but I would think it'd be remote and

54:07here as needed just to kind of follow up or give us I mean even then you could do zoom and don't you think well yeah we can zoom ninety percent of the time

54:17Thank I mean on address unless you're doing research for the grant or whatever.

54:22That's the way we decide to go.

54:25I think that then Most of it's gonna be informational anyway and not.

54:31But then it becomes how do we structure the pay

54:40I just think personally in my opinion we don't have enough business that we should make this an employee job.

54:48If if she com if we have a project that we need working on, then we contact her and and go forth because to keep her quote as an employee with benefits it's gonna take at least

70:55Any public safety mill levy funds shall be used solely and exclusively

70:58exclusively for the benefit of the PSC and dispatch upon recommendation of the Director and final approval of the Commissioners.

71:06The parties agree that the city and county will meet as necessary to discuss

71:11And propose budgets which will effectively and equitably support the Department of Public Safety for future years
