August 11th, 2026 Meeting
to the flag of the United States of America, and to the Republic, for which it spans, one nation, an under God, and individual, with liberty and justice for all.
Or the 1st place called roll?
Not the person.
Here, French.
Here.
Sorry, Crowder.
Here.
Okay, Seth is gone, but we have a forum.
So we're gonna keep rocking and rolling here in your packet.
Was the agenda for today's meeting?
And entertain a motion to adopt.
So moved?
Second in.
Hey, uh, much may and seconded to adopt the agenda.
I don't feel we need to move anything around.
Any additions, corrections, questions?
Okay, hearing down all those in favor.
Also in your packet are the minutes from the July 28th meeting.
I would entertain a motion to approve these minutes.
Some move?
So I can do...
Okay, most made and sexted.
Any additions, deletions, corrections.
Okay, carry none, all those in favor.
Bye.
Okay.
So, I guess public comment.
Hi.
And who's at the meeting?
Oh, yes, thank you, Sonia.
So James Walling?
Yes, sir.
Thanks, independent newspaper based on a whole point.
We do basically everything from Nashville to North Dakota at this point.
Um, not counting Playwood.
And I tried to talk early into doing something else besides letting us take over for the last, like, 5 years.
I wish it was still coming down on Wednesdays, we're picking up the newspaper every morning.
But I'll be here, and our sports guy will be here a lot, and, uh, just trying to pick up what we can, and I'm trying to make too many promises.
Usually, what we start doing, like, covering a city council meeting, we keep doing.
So, you should see me here pretty regularly.
We appreciate you taking us all.
Thank you.
Yep.
Yep.
Thank you.
I'm a big one for just listening to people talk, not catching people out on comments.
I'm not gonna write down everything y'all say.
Don't worry, including the audience.
People want to talk out, you know what I mean, things.
I'm not going to be that content.
And then he said, oh, man.
Okay?
Yeah.
All right, sounds good.
Thanks for coming.
Yep.
We also have Scott Fishel, Matt, Stuff, Quiet Wilder, and of course, Steve, Sonya, Samantha.
Um, okay, public comment.
There's some public here.
Um, I want to.
Is the is this?
The issue on the agenda or No.
Oh, it's not.
No.
So, Steve, do you want to start with this?
I broke into this.
Someone came in the office yesterday and asked about if the new construction on mainstream meth fire limits that are in the ordinance book, but I don't know.
So as far as I read it, it's got metal.
They're gonna side it in metal, so it shouldn't just instructed on metal then, so there's really no issue.
As far as I'm aware, but I don't know, you got a chance to get some.
Well, it includes other noncombustible material.
I'm sure there's been changes in material, you know, over the years since the statute was enacted, so there's kind of a catchall provision in there that if it's something else, but it's non-combustible up to code, then that's where that kind of catchall.
I think that there's flexibility over there for other ones, you know.
I would assume I have to meet Montana State Building college.
That's exactly what my thought was.
I don't know if we need to redo our ordinance to match something with that.
Yeah, I guess I could look at the differences between the two.
Okay.
Well, the biggest question I had is, dude, does this concern, Dean, uh, a stop construction or a pause or can everybody just keep moving forward?
I think moving forward because I mean, it's not close to done yet, that, you know, if there's something that comes up with code in the process, it can be addressed.
I don't see any reason why we would need pause and put you guys behind schedule.
Okay.
Oh.
The one sentence I got in here, this thing, it says, oh, I gotta find it here, sir.
I'm the French..
Struck the building or building other than one substantial fireproof, that is to say, the exterior wall there of shall be constructed of brick, stone cement, um, to say the exterior wall there of.
So the whole exterior wall, they're saying, has to be brick, or is it of the wall?
In addition, there's Scottish brick on top of the whatever wall you said build, but it's metal or wood or.
But it says right after that or other non-combustible materials. what I was talking about.
So I'm guessing the materials you're using.
So we're not limiting you to brick stone or cement or... other.
So my big issue with this entire ordinances, I think it should be brought to, um, brought up to date, like Steve says, because there's so many different ways to do it.
And one of the things we did purposefully is move 19 feet away from the next adjoint building.
So shouldn't say something about distances as well.
Because if, obviously, this was for building to building.
Yeah, adjacent buildings need a firewall in the state would make you build a firewall regardless anyway.
So the state, does the state come first?
That's what they were told.
State is the leading, I'm sorry.
Yeah, state comes first.
So if their if their fire code says, we either put 5 H drywall lines like I had to do on J and H's. or we move the building or whatever, and this brick thing should be a non-issue as part of it.
I'm concerned.
It isn't.
The state is authority right now.
And I talked to Chad Sutter about it.
He's a plan reviewer and he said they come first, but he kind of, hey, contradicted himself, himself and said, you have to follow.
Only if it's more strict and has been approved by the state of Montana.
Which this has.
That's the problem, right?
Um, yeah, back 15 years ago, it's not...
Well, 87 was one of the 1st ones repealed.
So this is actually older. about 1919 that it was repeated.
No, 1987, there was part of that one that got repealed.
Yeah.
But we're under whatever 2021 current building code.
They had extended it to different lots, but in 87, they actually moved into just those 6 lots on Main Street.
Right.
Yeah.
And Samantha, is there, is there already been precedents set with all the rest of these buildings that have been worked on and because it said right in there, anything that's been worked on, remodeled, blah, blah.
And people have done that with wood over the years.
Yes, and other non-combustible material, right?
So that's where of that.
So I wanted, I wanted to make sure that we're not talking because I, we do have plans of putting wood on this wood siding on this building, which I thought we could because we met the distance part.
Um, So do we have to have an added cost to this and go in and put 5 h, uh, fire rock, exterior fire rock all over this thing because of this, what this thing is saying.
Well, I think the statute should be updated to reflect the current stamp state standards, and we could do that relatively.
You know, I could have it ready for the next game.
So...
And we wouldn't be...
We don't have to be...
We can just do it right here.
Yeah.
Yeah.
You wouldn't need public meetings.
Well, we would have to, for that change, we would, you know, but I would think that you didn't plan on doing, I think we have a little bit of time.
Yeah, yeah.
Yeah, as I say.
We could always add if it absolutely came down to it, we could add drywall to the same fireproof it, but...
I think we should just put the change, have the public hearing on the next agenda, and just bring the statute to 2026 building standards in the state of Montana.
Okay.
That was my thought.
Yeah.
Okay.
Okay.
Well, I guess we'll keep moving forward.
Basically, uh, call it a non issue for now.
For your guys' sake.
Well, good.
Keep hammering nails.
It should go back to work.
And keep building, keep going, Matt.
Scott, if you have a question, just get a hold of Yancy.
Because I'm sure he has all of that.
All right, thanks, man.
Yeah, I've been talking with him and Jack.
Yeah, I don't think there's any problems, but...
Thanks, guys.
You bet.
Thanks, Scott.
Let's go.
Okay, so you've got enough to be dangerous.
Okay.
I didn't have time to publicly advertise.
I don't have to just do it in September.
Yeah, the 1st meeting in September.
Would that be enough time for you?
That would be enough time, yeah.
Because speaking so, good.
Where do we, where do we advertise now, just our three...
Whatever that resolution starts.
Yep.
Close up 3 locations.
We'll get you in.
And our website.
Yeah.
Yep, it.
So we have to, yeah.
I think that was it.
Okay.
Okay, any other public comment, wife?
I know you're a fire chief.
You have any public?
Okay.
James, you're just here to take it all in.
For now.
For now.
Can't be worse than wolf points, meeting, which is the worst.
Goes on for hours.
We try to push things along, but we try to still be thorough when we need to be, so.
Okay?
Well, moving on, utility clerk reports, Anya, did they have anything to render attention?
All right.
Public works.
Steve.
Oh, we've been busy patching, asphalt holes.
Um And so we have the Solid Waste meeting, and we'll still be hauling to Plentywood for about a month and a half.
The extra day of a week.
So truck is back.
Three days a week we're home to Plentywood?
Yep.
Okay, so we're going to Plentywood.
And we're not paying the trash on Tuesdays and Thursdays.
We're just picking candies twice on Mondays, Wednesdays, and Fridays. so Otherwise, that's pretty much what we're doing.
Okay, uh, baseball field, maintenance, like, weeds, dragging, spraying.
We sprayed the majors field.
Last week, I think.
And yeah, you can tell.
It's dead.
Okay.
He just raised Legion field yesterday, so...
He's sprayed the legion and the minors field yesterday, so.
Okay, good deal.
Anybody have any questions or comments for public works?
Last name, see?
Berreth
Thanks.
I have a couple, Steve.
Um, I was asked the other day about where we parked the garbage truck, because it makes it difficult to see around the corner.
Yeah.
Is they're an option?
Is there an option?
Yeah.
Besides on our property?
Well...
It's all our property, but, um, it just, they were, I've received a couple of questions about it being blocking the view looking to the north.
I'll look at it.
Okay.
Yep.
Okay.
Uh, well, moving on.
Zoning, Steve.
Nothing else to report.
We probably won't have a meeting now until October, I think.
And that's when the...
Chicken thing is supposed to come up again.
Okay.
Uh, chickens.
Shh.
I want to report on that.
You're new.
You're new, so stop it.
Not the area.
Glasgow, Glasgow was the worst.
All these towns have had their horrible war over chickens.
Glasgow literally had a heck, yes, and a cluck, no, like, contingents, and a cluck, no, one.
I won't be part of that at all.
You'll you'll you'll quickly get up to speed.
Yeah.
So...
Okay, so pool manager report.
Shalece was unable to make it.
So she did, send us her schedule.
You can see, might need your cheaters to read all of that, but anyway, that's a schedule.
You can see August 27th is the last day.
So barring any, you know, cool equipment breakdowns or anything like that.
That's going to be the plan, which basically 2 weeks out is all.
And then we're still planning on keeping the splash pad through September 30th.
Okay, shock over first.
Labor Day.
Yeah, weather permitting.
Starting in too cold at night, we'll shut it down.
Okay.
Do you want to adjust the hours on that?
Once, I think once school starts, I won't have it come on as Ruby, that's for sure.
Okay.
Okay.
Anybody have any questions for Pool Manager, which is also Steve today.
The new heaters are working well.
Sounds like they're, they're looking like they're more efficient so far.
Yep, since they've been putting jeans only had to fill our tanks one time, and they were even only down to 60% when you fill them.
So...
You're running three. years?
Three years, yeah.
Yeah.
So because of that, he's had to sell his race cars.
And... all his other...
I mean, you guys are pumped running, like it's supposed to...
The bottom comment from Shalece, please let me know if you have any advice for things I could have done better over this season.
I'm just pleased with what she's done, I think.
Yeah, she had a couple really nice events that were huge turnouts.
You know, like right now, I think there's a pool open from 2 to five.
Yep.
You know, one thing we could consider assuming we can get lifeguards, maybe we open up from 12 to 5.
That might be a recommendation for next year.
Once swim team is over.
And maybe the guards, she's, you know, she's not able to get guards during that time, but a possible comment for next season.
That's his last name.
Well, Maldonado?
Legally, it's still Tommerup.
She never changed it.
She says Maldonado on Facebook.
Correct.
Mrs. Maldonado in school.
Yeah.
Yep.
Yep.
Yep.
That's her alias.
Yeah. alert, yeah, yeah.
But for all legal purposes.
Fire chief.
Hi, Wyatt.
So apparently there was a timer put in.
Oh, really?
Yeah.
I don't wear.
Very aware.
The department's gonna pay for that.
They were told there was only gonna be 2,500 bucks.
They were here for three days.
There's no way that's gonna be 25 hundred bucks.
But, hey.
Well, that...
I was speaking with whatever the...
Brian, the head, head guy was listening in and I was speaking with Jared.
Jared, correct.
So, and they made it very clear that it would be 2500 bucks or less.
I know, huh?
We will be discussing this tomorrow. Guys going rogue on their own and pursuing things that needs to stop purchasing things without anybody knowing needs to stop.
I mean, I, absolutely nothing about the siren, I mean, nothing about parts bought for a truck.
I knew nothing about a birthday party.
I'm not trying to do my own horn, but I probably should know this stuff.
Yeah.
When trucks are coming and going, let's be involved.
What's it be involved for?
Yeah, the answer is always gonna be, yes, we'd love to get out in the public when we can, plus exercise the trucks, but there's a chain of command. that needs to be followed.
So.
And then the group page will be addressed.
For the concerns.
Groupage?
We have a Facebook message group just for the firefighters.
Sorry.
Yeah.
That's how we communicate.
Sometimes people go rogue better as well.
Sometimes volunteer part, but...
Yeah.
Yeah.
Not realizing that German Republicans see those.
I won't be reporting from your Facebook.
Thank you.
I can't read anybody.
I need the phone number.
I need to be everything ready for the banquet. get tickets order.
Why is that?
November.
Don't actually get a picture.
Okay.
Once I do, November, sometime.
Yeah.
We'll definitely get you that.
Okay.
Hey, then...
I'll see you because I was from her, because why?
I was getting ready to do their 30 days and 30 days...
Okay.
Yeah.
Better head, that's all I've got.
Okay.
Anybody have any questions for the fire chief?
Uh, the thing yesterday, for the recall on the trucks, I don't think you heard about that.
That actually wasn't progressive for the ambulance.
Oh.
Okay.
The dealership, sure, that...
It's a little late to do the recall work on our trip.
Yeah.
Okay.
All right, well, thanks, bye.
Public safety commission report, you'll see.
I got an upcoming gym or excuse me this is was there on his fourth agenda.
Right.
And then there are minutes.
So.
We're not gonna go through that, but just an FYI, if you do have any questions on that.
Just a comment for whoever is transcribing these.
I kind of use them to follow the date of the next meeting.
And the date of the next meeting is the date of this meeting on the minutes.
Oh, so they just didn't update today.
Yeah.
Oh, yeah, I see that.
Yeah, so obviously this is.
Last week, I guess I will say that the county. was going to vote on just seizing this and going back to the way it was.
So I went to the meeting, along with Logan Olsen, county attorney, and we had a long, good discussion, and we're going to give it another year.
Logan said it took, you know, seven, 8 months before we got our feet under us, kind of got everybody on the right path now.
So he pushed for another year and it sounds like the commissioner is going to do that, so.
Did they express any reasoning why they thought they should discontinue it?
Well, there was, I think.
Honestly, I think it just comes down to it was a change and there was some confusion and then they are gonna change how.
Basically like money, they're making a couple changes to the money.
The county was having to pay a bunch of overtime for dispatches, dispatchers, and deputies.
Um, And of course, they just get the time cards and write checks and there's no one there to explain why there's all this.
So that's going to change a little bit.
There was good reasoning for it, but still, no one to explain it to the commissioners when they're, you know, writing checks. kind of figured it might have come down to money.
Yeah.
That's going to be, I think, the concern every time there's a concern. fall back on that, so.
There was a question on the city.
We're in for 140,000 flat, no extra vehicle cost, no extra this or that.
It's just going to be straight 140,000.
Oh.
I feel like we've been putting that information out for the last few months.
Logan, I believe was aware of it.
Kurt Nelson was aware of it.
But I don't think it got back to the commissioners or the clerk because they were questioning it.
So now I think we're good.
So.
That's part of the English kink.
What's that?
That's part of the 8 month kink in the furniture, getting people to talk to each other.
Yeah.
Sorry.
So the question would be if this was something that we voted the mill level to set aside money for this to be created, how can the county just wipe it out when it was something that was voted for?
Well, I think the mill levy was voted before the public safety commission was established, so the money would still supposedly be earmarked for the sheriff's department.
But yeah, I don't know all the inner workings there.
Without this commission.
Oh, they can't okay.
By statue.
Okay.
First year of that money went to catch up things, did it not?
The 1st $300,000.
There were a bunch of things that needed to be paid for that hadn't yet been paid for, and the county commissioners used that money to kind of bring things back to level.
I think that's how I think that's how the money flowed the 1st year.
I don't I don't have particulars, but yeah.
That's my general understand.
With this commission being like the checks and balances of that money that they were using.
So again.
I think that the commissioners did ask for a better budget, like a, like a, I think they kind of called it a work plan, like a short-term one year, 3 years. something in there about.
Which the sheriff is still working on.
Yeah.
But yeah.
A work in progress and then we'll be.
Uh, okay.
Council comments.
The only thing I've gotten is drainage on 2nd have by Dobson's.
Steve, they said the culvert was plugged.
Did we unplug that?
We did once, yeah.
Okay.
He just said the last big rainstorm, it was plugged again.
Yeah, we put our sewer jet through it.
Okay.
And then I personally, there's a limb down in the alley that hits every vehicle, is that allowed to be cut?
If it's in the boulevard, it's in the alley.
And it is in the alley.
It's coming in into the alley.
Yeah, if it's interfering in the right of way, it can be cut.
Okay.
Yep.
I think the garbage truck could be hitting that one.
It does.
Down far enough sits into the car, so...
Okay.
That's all I have.
Okay, so I got a...
Well, I guess a question for the council here.
So in regards to this sidewalk project that we voted on.
Okay, we made it very clear that there was gonna be no No one could retroactively apply for this.
So there was one sidewalk completed before this was done across the street from the hospital.
Um, they, so the reason they, The reason they worked so early this summer to do it is somebody had tripped and fell, I guess.
And it was something that they were looking at replacing or repairing anyway.
So they contacted me and asked, you know, hey, is there, is there any way we can do this?
And I said, well, I said we can, we can re-look at, um, how we wrote it up.
I said, but honestly, I don't think we can because we specifically put in there nothing retroactive.
So I said, I understand your situation.
I'm trying to, you know, see this from all sides, but.
I just don't think it's gonna work, but I wanted to.
I told them I'd bring it to the meeting anyway, and we could have a little discussion about it, and if there was a way to make it work, great.
If not, then it is what it is.
So.
Of course, I don't have a copy of that with me right now, but I'm pretty sure we added a provision in there that not that retroactive, they have to come here, apply first.
The project's got to get approved.
And then go from there.
Well, also, if the work was done in a different budget year, we can't pay for work done in a different budget year.
Yeah.
Yeah.
The sad part is that really kind of finishes off that block. and makes it look very nice.
Yeah, and I know it's your neighbor.
He is.
Yeah.
Yeah, I think without how it's currently written, I don't see how once you made a good point about the budget, 'cause it, you allocated 10,000 for this upcoming budget, and it was completing prior to that budget, so that would be immediate disqualification, and just no preapproval from the city.
Yeah.
So unfortunate, but...
Okay.
You can be the bad guy.
I always do.
Those are the emails I don't see you on.
So, okay.
No, appreciate you double checking that.
So, well, Wyatt is here, but not to throw Wyatt under the bus.
Those carraganas by the hospital and the skating rink.
That's county property, is it not?
So why do they not trim those?
So...
The hospital maintenance did trim those.
And they're actually gonna take over mowing and taking care of that lot.
But they did go through and trim them, but they trimmed them, trimmed them sideways.
I feed them now. top.
You can't use the sidewalk on that side of the street.
Because they're growing right into the over the sidewalk.
That county property, you got nothing to do with me.
Yeah.
Yeah.
Well, I'm not pointing a finger at you.
Yeah, I'm just saying first.
You were you were just mowing because the lions was good.
Yeah.
That's the only reason.
And that's right before there, there was no festival they had there.
They called me and asked me and I said, well, that why?
No, but I said it's counting property.
I mean, so then he decided he could lower.
Yeah.
Yeah.
And so he started to mow it.
So, I don't know.
It's been like 5 years every time you ask me, and I always tell them it's county property, but you've got me took over moment.
I guess I've never looked.
Does the hospital district on it or is it just Daniels County?
Daniels County, yeah.
It was given to Daniels County for the benefit of the youth.
I was always told that it's not benefiting to you.
It goes back to the fell family, but I don't know if that's true or not.
How far do they?
I mean, I seen that they trimmed them, but I never paid how much attention to people stick out?
It's going to stick out.
Yeah.
Yeah.
They just basically straightened them up.
I would say maybe...
This fall, go through and chew back more after golf starts to die.
Well, like, turning them down.
But if you do that...
So their shorter would be good, as well.
All right.
Bye.
Yeah, we should catch a lot of flak for that particular piece of property. that we don't own, manage, rent, lease, borrow.
In town.
Everybody's.
Yeah, and you could, yeah, because it's within, looks like it's within the city limits of reasons.
Okay.
Any other Council confidence?
Okay, moving on.
Um, city sponsorship for the infrastructure project for the hospital.
Any we gain any ground with Steve and Dan?
It's been kind of quiet for about 2 weeks now.
Yeah.
Have you had any, they haven't reached out to me.
No.
And it seems John was in on all of it, and, you know, we're on his imposed timeline, and he doesn't seem to be concerned.
Now it's starting to be a budget concern for Sonia for us.
But as far as I'm aware, you know, Dan and Steve were in Toronto and direct contact, and I would think Steve would impose upon his own deadline, but I guess I can sure follow up with them.
I can look at that letter of conditions that we already have and kind of just pull numbers off of that.
Yeah.
I think that's what we might have.
That's what we're gonna be able to do.
Yeah.
I'm gonna see the last time I heard from you down here.
But instead of just having their own billing code, we're gonna go the SID route.
That's what they're.
That's the seat.
Yeah.
So be a tax assessment.
And it would be the best case scenario for protecting the city.
Okay.
So that would be my first choice, obviously, SID.
So then, if we're gonna add an SID, we're gonna have to go through the public hearings and all that, then.
And is that is there 2 public hearings for that?
Because I'm just, you know, when do we need to start backwards planning here?
Are we looking at possible special meetings?
October is right around the corner.
Yeah.
I was hoping this was already gonna be behind us by now.
I'll have I'll call Dan after today's meeting and see what I can figure out.
Can IW before they start construction?
No, not construction of the... property, but...
You would think they would want to make sure they have them.
I think part of it is, they're waiting to get the bid for the building, because they don't hope there will be enough money to even afford the building, so there's no money to afford the building, and they'll be able to afford the water.
Water project, right?
Yeah, it's out for a bit.
Yeah, I've been called multiple times.
I think, yeah, I think it made it close.
They know they kicked it.
I thought they kicked it to the right a couple weeks.
They were. right here.
It's open today, this afternoon. today, so...
Well, and I know there's at least one that is just waiting for it to open.
And I've had contractors call me too.
So, I mean, which is a good sign.
You know, if we get, we know at least 3 or four, hopefully they're somewhat competitive.
So I think we've blown past the $33 million number.
Every month it goes by.
Especially the $3000000 waterline project.
Okay.
I'm good.
God everybody's moods down.
So alright, thank you for looking into that.
Samantha.
Okay, water loss report.
So Sonya has she's able to produce this in our utility billing software, but you still have an Excel spreadsheet that you kind of update once in a while, too, right?
Um, This is kind of Greek to me until you have it explained to you, but...
Basically, there's we're usually short anywhere from 10 to 20% in a month.
But let's see, where's the other?
The other column.
That where you have, you captured, like...
Baseball fields. that where you don't charge for a baseball, city owned property.
Non-built veer accounts.
And then what about the football field?
Does the school pay?
School pays for that.
They do.
Okay.
So those costs of the city, I'm not lost to the water loss.
So what you're saying.
Right, we're trying to match up, but we're using with what we're billing.
Yeah, Dry Prairie builds us, you know, for X amount of gallons and we bill out and there's, you know, there's always a shortfall.
Some of it's metered out.
It's not getting caught.
And we're trying to track this closely and we have enough data now that if there's a goofy month in February, for example, we can go back to like, okay, there could potentially be a break somewhere because this isn't mapping.
So.
With as much as the water costs, we just are trying to get in a perfect world, we get to a net 0 every gallon coming in, we're accounting for it, but that's not the case.
So the pumped amount is what I'm getting from Drag Prairie.
I get that number from Dr. Prairie after a bill every month.
The build amount is what UV comes up with.
I don't I won't put that number in.
Utility building puts that number in.
Other, like I said, is block water and any... cool meter, baseball field meters.
And then the last column, the system comes up with...
Was part of the reason for looking into the water project several years ago that got completed, was water loss, one of the things that drove that.
But we were just going off the engineering, what they were estimating the water loss was.
Yeah, they were saying we were 40%.
Mm hmm.
And since we had to start buying the water, that we...
Not only that, our water lines were over 100 years old, too.
Yeah.
Yeah.
Yeah, that was that was the primary driver, right?
which caused our 40% loss.
Would it would it be helpful and make it even more accurate to put meters that are unbuilt in the places where you're using water?
Well, we do.
Yeah, we will do that in the other.
Yeah, we so like at the park is meter, splash, fast, meter, fireballs, meter, and those are all unfilled accounts, but they're all meter.
Okay.
And we still have identified just a small handful of unmetered, like churches or whatever meter, years and years ago. you know, it was kind of a gift from the city.
And I never know how the timing actually works.
Well, you know, like they fill up the tank up on the hill.
And that's what Drag Curry is building us on.
But then we suck that water out of the tank.
So it's not like a perfect, right?
So that water comes and sits in our tank.
Yeah, and they could sit in there for, you know, so long.
Yeah.
Yeah.
Yeah, whatever's sitting in that tank.
Yeah.
That certainly helps understand why the numbers go up in the summer.
Okay, yeah.
Okay.
So, I have kind of made up my mission to keep this water loss just always on the tip of our brains, because, I mean, it is a big deal.
For one, our utility cost is one of our biggest complaints because of what we have to charge for water.
So I at least want people to know that we're trying to do our part and monitor it.
Yeah.
Yep.
Okay, anyone have any questions on that?
Any.
Anything you want to see different?
I think, Sonya. has it all captured here.
Yep.
That's the most detailed wireless report I've seen anywhere.
Oh?
That's right.
Thanks, Sonya.
Gold Star.
Or UV system?
Yeah.
You know how to run it.
Well, none of us can, some days.
Yeah.
Um, Steve, we got a Pittsburgh water tank inspection report.
Yeah.
Very good.
And there's a lot...
No, I want you to clips notes at four.
Exactly.
I do like the pictures.
Yeah, there's a lot of pictures there.
I don't know.
It looks like it needs to be cleaned again.
Um, There was.
I had the card to tell it was black and white for it, but the colored photo was it had some rust and stuff in the car.
And it's been, we haven't had it clean since one, I think, or 22, had it inspected, but not clean.
Now, is there a recirculation?
Yep, in this in the big?
Well, yeah, there is...
It's just like a blower motor.
It just moves it.
Okay.
And the reason we have those is because of the disinfection byproducts.
It helps get your AJA vibes out of it because we're such a long way from the water treatment plant.
You can disinfection byproducts, so...
Okay?
Um, and there's a quote on there for... cleaning it and such, but I, I don't, I don't recommend getting the read, the $270,000 or VCL.
I mean, we just got pretty much resealed here not long ago.
Didn't we add to our CIP a new tank?
A new tank. an additional to replace the...
Yeah, to replace the tower, but to basically place it beside this one.
And then fast forward another 20 years in the future, we would replace this one and we have 2 newer ones up on the hill.
How often do we inspect them or do we need to inspect them?
We inspected everyone.
I think we've been in, but in it almost every year, every 2 years.
And this, we used to get divers, but see, we used to, when we used to do it, the divers would come every year because they had to clean it every year.
Because there was like 2 to 3 feet of rust in the bottom.
With our old water.
With our old water and our old water lines.
So they had to come every year to clean it.
So we switched to dry prairie, we've only had to clean it a couple of times, but like this inspection was just a robot that we don't get divers anymore.
You're sort of real flat down in there and take pictures of it.
Were you more satisfied with this company, Steve?
Yeah, yeah, yeah.
I enjoyed these ones better than the last ones that we had come and they inspected and they wanted to charge extra for a report.
Yeah.
So look, but we're not gonna go.
But, and, like, one of the things was the wheat, the vegetation around there, so I just didn't skip up there and eat weed it around there.
I do notice here that the tank does not appear to be properly grounded for lightning protection.
Yeah, I guess not, but...
But I was gonna talk to this guy and see, like, he's got this whole school of work, and if we want to go ahead and get it cleaned, but, you know, some of that other stuff, we could do, if it has to be done, like, combine the injury sign is just a sticker, that you just stick around it.
I don't see paying $100 for a guy to come put a sugar on, then we can do it.
You know, so...
Okay, yeah, I guess, if you, would you be able to put together your plan, or what, what, what do you want to do, and then present that to us at our next meeting?
Yep.
Okay.
Thank you.
At work.
Boy, 315,000.
That'll go a long ways towards a new tank.
Yeah.
One quarter of the way there.
Okay, anyone have any additional questions for Steve for this report?
Looks good.
Okay.
Well, Steve, if you weren't here, we wouldn't even have a meeting today.
Do you want me to leave?
No.
No, because then it's just going to be a longer meeting next time.
Okay.
So, next item we have this...
For the baseball, the containers.
So Steve got us some quotes and just refresh everybody's mine, we're going to replace that old green.
Yep, see why.
Thank you what?
That older green shipping container that's down there with a newer one with the 4 doors on the sides is us locals, see, the one like what Leanna has in front of her entrance home center.
That's a slick looking unit, really.
Yes.
So we're gonna get one of those.
And then we're gonna place a 2nd one on top.
And what the baseball suggested was a, uh, well, they wanted a bigger than 10 foot.
They wanted they wanted a foot?
They wanted a 20 foot one, but they want the roll of door, which makes sense to me out at the roll of door up top two.
But the biggest we can get with a rollup door is a 16 footer.
Yeah.
And then what are they?
So it'll be 16 long and they're like 996?
tall and wide or something?
You can get 8 foot tall or 9 foot 6 tall.
Okay.
They make a high, high top one and a regular one.
And what are we...
I think we got the regular size, one with the rollup door.
Okay.
What about the 40 footer?
Was that gonna be 9 foot 6 doors?
Those ones only come into one side.
Okay, so gotcha.
And then, Steve, once that 10 footer or 16 footer gets here, then we cut our own windows and put those in.
Is that right?
Yeah, well, I think that was beat.
We would pay for the structure, then baseball would do all that.
Okay.
I believe they're in charge of remodeling them if we get them set.
They would build it to their specs.
I'm sure we would have to get it welded together.
You know, the little one, well, the top of the big one, but...
And build some stairs or do something there.
Everybody use those old.
Yeah, I don't know about that.
A couple stop steps on the little ones.
Okay.
So, okay, so Steve, you have on your 25 to 30,000 with...
Because the 16 footer is going to be a little bit more, and that's with shipping.
Yeah, math is shipping from Denver from this company, and this was just a quick afternoon search.
The 16 footer raise this total up to like 22,000 instead of a 19,000.
Um, but I guess I would go, if this is what we're gonna do, if that's the budget, then I would go do some more looking to see if I could find a better deal on some rather than that.
So we can do a, we can vote to not exceed 30,000, 25,000.
Yeah, I would say not to be 20 by what you could be.
Okay.
Because then I got a column doing, uh, or that figure out if they could build a city.
It's got to be a company that can bill us because we're not gonna, you know, I only got a $1000 liberal credit cards.
Yeah.
Okay, well, I would entertain a motion that we, we purchase these containers not to exceed 25,000 after speed does a little bit more research.
I'll make that motion.
Not second.
Okay, motion made in segment to purchase 2 containers for the baseball field.
Are there any questions, any further discussion?
Okay, hearing none, all those in favor.
Okay.
Okay.
Motion carries.
Sonia didn't squirm too much in her seat, so she must have some money sitting there.
Turnkey agreements here we are again.
I think we got it right this time.
Yeah, I made all of the changes, I guess, that they brought up at the last meeting council comments.
Okay, so I think at this point, we vote to adopt this turnkey agreement, and then assuming we don't make any changes, then we'll just send it off to baseball, softball, everyone involved.
Who signs on their behalf?
They're born president.
So the train on board.
Yeah.
In the softball.
So does the go to the adult softball, too?
If there is an actual vegan is not, because recently it's been just pickup games and not an actual structured league, if they get, that's how I've been doing it in Plinywood, they have a structured league and then I would, I would ask.
Yeah, but I had sent Samantha the same email and asked, you know, what she was looking forward just so everyone's treated fairly.
And yeah, so it's basically no different than people showing up to go play.
Because there is no really organized league.
No, I think it's tough to get everyone together. to even get enough for a team.
It, yeah.
Okay, I would entertain emotion that we approve this term key use agreement, uh, between the city Scoli and then the baseball and softball organizations.
So...
Okay, so almost made 2nded.
We went through this very thoroughly last meeting.
Um, I don't think there's going to be any surprises.
Any discussion, any questions?
Kate, carry none, all those in favor.
Okay, so we will, I guess, email this out.
How have we been getting it to them?
Just email it.
Whatever.
Let them know to pick it up.
We'll send her home and skip.
Yeah, yeah.
Probably need a contact, like Christian records or...?
Yep, yep.
Yeah.
No, he's off or he's gonna be off.
I mean, Crispin's on the actual board.
Kim Theeman might be a good one.
Or just Robbie.
I don't know if Robbie has an email. assuming she must.
But.
Uh...
I skip this one.
What one?
Oh, taxpayers are fun.
Okay so yeah, I was.
Is this something fairly new?
It is new, yes.
Okay.
So I'll be adding it to our budget this year.
Okay, so, um, Senate Bill, 117 fact sheets, and you can see, you can uh, Peru, that quickly, but then if you look at the resolution, basically all the whereas is, capture all the bullet points in there.
And this is just a draft.
I actually have a webinar at 11 on this.
Okay.
I believe this, like, the city needs to pass for, like, $759 into this reserve fund.
Oh, so, just so, it's not a lot of money.
So, but we will have to, like, every year.
Can we are we kind of told, or is there a calculation as to help?
Okay.
I just don't know that, but how they calculate that yet, but I was already told up for the city is probably $759.
Okay.
And I added it to our budget under fund number 2388.
Okay.
We'll just go from the general fund, right?
It would be nice if it was a little bit more, so it could, you know, build, because, I mean, reading it.
So I do have some questions here on the one, if you look at the last whereas there.
And I know this is just how it's written.
Samantha, have you had any chance to even look into this at all?
I just talked about it the other day.
Okay.
And maybe they'll hit this, but maybe, um, If you're thinking about it.
So, So if you go about halfway through, um, the sentence that starts decreasing taxable value for up to 10 years and then comma, to decrease mill levies of the county that are directly impacted by cessation of operation or significant decrease.
That's how we leave the city.
Yeah, so I saw county and it kind of threw me off a little bit.
So, um, And maybe during this seminar, um, I'll get it like a city draft version of it.
Yeah.
Yeah, okay.
Brings a question to mine, does the county do this as well?
Yes, they're gonna have to, isn't it?
Yeah.
Because this actually came off the maple website.
Oh, for sure.
Montana Association panels.
So MIA is maybe... a little slow.
Okay.
So I'm even a little slower.
That's because you're Canadian.
Yeah, it may well be.
Yeah, it's a it's a genetic thing.
I'll give you that What is the general purpose of this?
What is the state trying to... was kind of like, like, let's say, whole strip.
They lost their big taxpayers.
I'm just trying to, you know.
So the town is... in the city where like, 0 my gosh, what are we gonna do about these great big towns?
So this is addressing the shrinking small towns and losing big taxpayers, like the railroad.
We're paying taxes here.
How would, like, a, how would, like, a Nemon fall into that?
We lost Nemon.
Would be big enough to...
Well, we have an annex the mania.
But this is just a system for determining quick on the fly at some point, but your actual mill levees are gonna be the one I heard at that point.
Taxable determination.
Sorry, taxable.
Well, I don't think it's gonna affect millennies at all.
No, it's just taking a little bit.
It's just telling us that we have to put a percentage of what we're collecting into a separate...
Sure, yeah.
There is a major...
Thanks for asking the dumb question.
No, we lose some major cash.
Yeah.
But then the last sentence in that last, whereas, it's got semi colon there, or to invest in infrastructure directly related to new development or housing.
Yeah, so maybe it's something new painted.
You know, so that one, you know, kind of piqued my interest too.
So.
And again, this is just a draft that I got basically off Maple's website.
Okay.
We'll learn more today at 11, I'm going to watch the tell.
How much did you say how's it going there?
$759 is for sure.
Yeah, so I mean, it's...
No, it's not going to offset pretty much much of anything.
So, but if it was in the, you know, 10s of thousands, then, you know, I mean, they're forced to put it in there for 10 years.
For it comes for it, that's $34 ways.
Ow, wow.
I don't know, that's not even worth it.
Okay, well, there's we're not going to take any action on this.
I guess we'll uh, We'll see.
I'll come in agenda.
Yep.
Because, I mean, we don't even have the, I don't want to approve the resolution.
I have to go in and amend it.
I just wanted you guys to see.
What's going on there?
Yeah.
Okay.
I guess I wasn't even tracking this Senateville 117 at all.
Okay, and then we got next item, 2026 certified taxable values, the determination of tax revenue and mill levy.
So basically, we handle levy, 264 mil, and the mill value is $1,242.93.
A total of 333,000.
How many military states are?
264.737.
Thank you.
Last year, I know, we were able to levy... close to the three 353 mils, but, uh, mill was only worth $899.
I just plug the numbers into this mill levy form.
And it comes up...
Oh okay. what we're allowed to do, and then I always have a verify.
I'm sure it's correct.
And that department of revenue gives us our valuation information.
Okay.
Do we need to vote to accept this, or is it just we're kind of being told what to...
I don't think so, but I just wanted to make the council use a copy of that.
And I plug all this information into my draft budget, but we're balanced, as is without the hospital project numbers.
Okay.
I think we talked about it looking at the included in the budget last week.
Please talk real cuff, days.
Yeah.
Grant riding services.
Engineering keys for that sidewalk.
Oh, aerials.
Trail thing.
Yeah.
The 5050 sidewalk podcast.
These are just kind of new additional things that we're focusing on this upcoming budget here.
Yeah, I think we, we'll do this big one at the baseball fields, and then we're gonna have to go back to the park, I think, with... fixing that leak, maybe at the end of next season.
Yep.
I think with the heaters and everything we just did plus flashpad.
I think we just deal with a little bit of water loss for now on.
Because we'll have to shut the pool down early, you think?
I would assume you'd probably want to shut it down a little earlier than, you know, probably after probably the beginning of our August every time.
Depends, it'll be a good contractor when they can get in there.
Well, if, uh, I'm hoping we get that one from Sydney, that did Glasgow.
Yep.
And they're the ones that have been calling me about all the hospital stuff.
I can't think of their name now, but...
Yeah, Corland.
Corland.
Corland.
Corey Wheeland.
We added new debt for the garbage truck.
That's added into this budget.
We also put something in there and purchased that for the land, if that comes up.
Okay, yeah.
I don't think any of that construction on Stormwater will be in this upcoming fiscal year.
We're just looking for money for that right now.
Uh, we did...
I talked to Ragamir, a little bit on the Fireman's Relief Association.
He asks that we can increase...
They're what they get a little bit, so they're still behind, so...
Oh, okay.
We did do that.
Okay.
All right, so...
Now public comment again.
Or we move to...
I forgot to bring up my report, but we did, there is a leaking seal up a pivot down there.
Oh?
Kat's working on getting a COA and coming up and replacing it.
So, based on the very top of the pivot, so you gotta take the hydraulics lines off and the whole thing, the place is seal.
Has has the pit been running?
Are you non-stop since Friday?
I know that for sure.
Okay.
I was on the golf course Saturday and I thought I could see it running in the distance, but...
How many how much water do we need to pull out a?
Ah, I didn't look at it this much.
I don't when got them running, it was up to like 7 feet, so.
Okay.
If he's running it straight like that, I'm sure it won't take very long.
Okay, how long will it take to make that repair?
I don't know if Ken was, he gotten a hold of me last night after 5, so...
Okay.
Okay, but we don't, I talked to Charlie, and he said we won't have to buy any gypsy on that or anything.
Okay, yeah.
Okay, so public comment.
James got anything?
Sonny's got my phone number if anybody wants to find me.
Okay, and I think Shana is sitting back there..
Hi, Shana.
Okay, so whatcoming agenda items?
Yes. budgets.
Yeah, budgets. on the 20th.
Yeah, right?
Yeah.
Okay.
Last item.
On the agenda would be the consent items.
So I would entertain emotionally approve them as presented.
Oh, so I can...
Okay, motion made seconded.
Any discretion?
Okay, hearing none.
All those in favor.
Hi.
Bye.
Okay.
Next time, I will interfit a motion to adjourn until August 25th at 830.
So.
All right.
Thanks, guys.
Yeah, thank you.
Thank you.
