I pledge allegiance to the flag of the United States of America, and to the republic for
which it stands, one nation under God, indivisible, with liberty and justice for all.
Will the clerk please call the roll.
Councilperson Axtman. Here.
Larson. Here.
French.
Here.
Crowder.
Here.
Everyone's here.
In your packet is the agenda for today's meeting.
I'd enterain a motion to adopt.
So moved. I'll second.
Okay, motion made seconded.
Any, uh, additions?
Streets and Alley's Councilman Landeraaen needs to be changed to Councilman French.
Oh, yeah it does.
Okay.
That will be on the next one.
Okay, uh, any other comments, questions?
Hearing none, all those in favor?
Aye.
Okay.
Also in your packet are the minutes.
From the June 25th meeting, I'd entertain a motion to approve.
[silence]
I'll make a motion to approve.
Second.
Okay.
Motion made and seconded.
Any additions, deletions, corrections?
Once again, Councilman Landeraaen thing.
Yeah.
Noted.
Okay, um, anything else?
Okay, hearing none, all those in favor?
Aye.
Okay.
Uh, no public.
Uh, Steve, you got two minutes.
Do you need them?
No.
Okay, yeah, because we'll have a meeting before the swim meet and everything, so.
Yeah.
We have to make sure that stuff's kind of shipshape, so.
And then, are you, are you going to close the street for Ben's thing?
I know that's next week, or does he come get the barricades, or how does that work?
Are people allowed to just borrow them?
We usually, what we do is we usually go set them up on the corner, and then when he wants
to close it, he just grabs it, pulls it across the street, and then he's done, he pulls it
back, and then we pick him up the next day.
That's what we'll do for the swim meet, too, even though I'll be there.
Yeah.
Sure.
Okay, anyone have anything for Public Works?
[silence]
Nope.
K, Council comments.
I did talk to Eric Linder after our little walk around, was it last week?
Just last week?
Yeah.
And he said if that tree is, needs to be taken out or gets damaged due to the curbs,
he would gladly like that.
Oh, because it's a cotton tree.
He hates that tree.
Cotton.
Bearing cottonwood.
Yeah, and he said that one is kind of one that's, uh, busted up and, yeah.
That's the furthest east one.
He did have a question if they needed to take it out, if that would be on the city's dime,
or if he would have to pay for that.
And I said I didn't know at this point.
I would say probably the city, if it has to come out because of the project.
Yeah.
That's what I said.
I said I didn't know, but I would ask.
And apparently if it's damaged enough during the project, we come back and take them out,
too.
Yeah.
But yeah, he said he was fine with that.
Okay.
Which was good news.
Yeah, because some people, you know that's a
giant established tree.
So that's, I mean, provides a lot of, you know, shade.
Yeah.
Even though we don't get most of our sun from the northeast, but.
Yeah.
Still a nice tree, minus the cotton thing.
Okay.
Any other council comments?
Um, so I guess I got one.
It kind of has to do for next year, but it has to do with 4th of July stuff.
The all class reunion.
So Perry Wolf reached out.
So they are in the process of.
Saturday, June 29th, or maybe it's June 28th.
They are going to try to close down Main Street, for like a street dance, whatever like they used to back in the day.
Instead of having everybody drive to the fairgrounds.
And watch the fireworks there.
They're going to ask permission to either light them off from the baseball field.
Or from that Mike and Willie Thievin across the way, highway to the east.
I told them, you know, we'd probably have no issue with that.
Because they're, you know, Lions has always been good with cleaning up their stuff.
And I did; They do have their own event coverage when they do the fireworks.
Which I kind of was pretty sure they did.
And I did; They do have their own event coverage when they do the fireworks.
But that would be something, you know, upcoming.
But I just feel now we're within, we're under a year now from this big all class reunion.
So I think people are going to start coming.
And we're going to be involved with,
you know, Voting on things for yes or no. Or this or that. So.
So I guess consider that as starting.
But they want to do it. Yeah.
So they won't do fireworks on July 4th.
They will do their show on that Saturday night.
June 28th or 29th.
So, And they've already made that decision, The Lions has.
Whether they do it original location or the two new sites will be determined on several factors.
So.
I did encourage Perry or whoever's on that committee to start coming to meetings as they start asking for stuff. So.
So that's all I have.
Any other council comments?
I have a question.
Okay.
Is the pool doing Lessons and Swim?
Did we find out? Over the 4th?
Melinda; Last I heard from Melinda
Is she thought she'd have enough guards to be open.
Um.
Sounds like a skeleton crew or whatever.
Which I guess it is what it is.
But that's kind of where we're at.
Because I've had people ask.
I don't know about lessons.
But just normal pool hours.
Um.
Or at least during the day.
Um.
You know if everone wanted to be gone to watch the fireworks.
For the Night shift I guess that's kind of what it is.
But during the day.
Is the day shift 2 to 5?
2 to 5 yeah.
Although it doesn't look like it's going to be hot.
I don't think there's lessons either.
Because Tate was talking about changing the time
for practice from 8:30 up.
So I don't think there's lessons.
Okay.
Yeah, the pool is an ongoing concern, issue.
Always will be.
Okay.
Anything else?
Okay.
Um.
Sonya handed an email from Ben.
For street closure request.
Um.
Busy weekend.
They got the cannonball that weekend.
The swim meet that weekend.
And then the brewery is having their anniversary party.
And they are requesting to have the roads closed.
Or that the road closed on Smith.
From Main Street to that alley.
By I guess Brent Sompi's house.
From 2 to 10 on Saturday the 13th.
I would entertain a motion that we approve this request for the street closure.
I make a motion to approve request for street closure on Smith.
And I'll second it.
Okay. So we have a motion made and seconded.
Any discussion?
Questions? Concerns?
I was out of town last year; So I don't even...
I've never been to one of these events.
So if this is his first time.
Or second time doing this. But.
Um.
You know I guess I don't know how much that does impede traffic.
But, You know my only.
Thing is it is a busy weekend.
So from 2 to 10.
You know it might be a long time.
But it's not like there's not other routes.
I'm fine with it.
I'm just trying to look.
You know look at it from all sides.
But.
I think most of the traffic.
Will probably be down on the.
First and second and fourth.
Street you know. Headed east west.
Basically.
It would only impede some of the through traffic.
The people who live down that way.
So.
Any other discussion?
Okay. Hearing none. All those in favor?
Aye.
Motion carries unanimously.
Okay.
Moving on.
Resolution 1104.
Fireworks.
And Wyatt thank you for coming.
We always like input on.
Things like this.
So. Um.
Resolution 1104.
Is a resolution setting forth exceptions
To the city of Scobey's general ban
On fireworks within the city limits.
Basically we're going to allow fireworks on.
July 4th and only July 4th.
So at this time I'd entertain a motion.
To adopt resolution 1104.
I'll make a motion to adopt.
And I'll second.
Okay.
Thank you. Motion made seconded to adopt resolution 1104.
Any discussion?
Okay.
Wyatt?
Wyatt, What's your opinion on it?
Yep.
We've done it every year.
We've never had an issue in town.
Okay.
I take that back.
Posey's house.
Oh that's right.
That was like the third or something.
Yeah.
That was illegal later.
Yeah.
On the fourth year it would have been fine.
I think most people that have been buying for town.
They don't buy nothing big.
[inaudible]
Is big stuff.
Okay.
Does this open us up to any liability that we're not covered for?
Well.
So technically yes.
Because our MMI insurance specifically excludes fireworks.
Long story short.
Correct Sonya? Yeah.
I think that's the next thing in your agenda.
So it does.
Again.
What risk are we willing to take?
How are we going to mitigate the risks?
You know we have a, I feel we have an active fire department.
And not everybody on the department leaves town for the fourth.
And this year, you know with the weather not looking super promising.
Anyone on the fence about leaving or staying,
I think might consider staying.
Does it sound like you'll have enough firefighters here for the 4th?
We should have.
You know and I know a handful of them.
Are always kind of ready.
Some more than others.
But ready.
None the less.
They just want the roman candles.
[inaudible]
The only question I guess I have with the resolution
Is there's no wording in here.
To.
Whether or not.
The fire chiefs have the final.
Word in a red flag situation, or,
I think that would trump any resolution we have.
That's a good question.
But I.
I would think so too.
Because the fire chiefs could just say.
You know no open pit burning.
No fireworks.
Ban is in place.
Yeah because I think on the 4th.
If the winds blowing 70 miles an hour.
And it gets up to 100 degrees.
The fire chief can say no burning and that would dissolve this resolution.
Yeah. That makes you the bad guy. I'm always the bad guy.
[laughter] It's supposed to be pretty mellow.
It's not supposed to be hot. I looked at the weather this morning.
Yeah. It's supposed to rain almost all week.
Chance of showers and like highs of 70s.
Yeah.
If you're going to have weather.
That's probably the weather you want.
For this kind of stuff.
K.
Sonia did you.
Excuse me did you and Ben work on this.
Or did you just.
Ben did it.
I sent him some examples.
Of some other communities too.
But he said he asked if I wanted him to do it.
I said yeah.
So I guess that answered my question.
The city attorney is blessed off on this.
I guess it's his fault if we have issues.
Yeah here we go.
Yeah we're going to shut down your brewery.
And your at fault for the fires.
A more steep closure I guess.
Yeah.
Any other discussion.
Okay hearing none.
All those in favor.
Aye.
Motion carries.
Fireworks are approved.
For one day only.
Okay.
That was.
Easy peasy.
Okay next item.
This is basically just for.
FYI.
Because these have already been sent off. Or, have all these been sent?
Actually they're laying on Ben's desk.
Okay.
Should be today.
Okay.
And the one was corrected.
Gotcha.
Yeah so there's these tax liens.
For the ones who aren't paying their bills.
We're just going to apply them to their tax.
There was a typo that we caught.
On the first one.
For Sue Hagan.
It says 111 Park Street.
That's the same address as.
Andrea Fouhy.
Andrea Sparrow's house.
One of her houses.
So anyway we got that fixed.
Do we need to.
Does the council need to approve these?
I think we did last year.
This is only the second time we've done this.
Okay.
Well then.
We just will then.
Okay so at this time I entertain a motion.
That we.
Submit these tax liens.
On the, the properties mentioned on the letters.
I will note. That the property addresses.
Have been double checked.
And or corrected if need be.
But for the Sue Hagan house.
Which is now owned by a.
Reverse mortgage company.
Andrea Fouhy's house.
Zach Posey's house.
And.
JEFCA Enterprises.
That's Dr. Jeff.
Yeah. That's the last one.
So I'd entertain a motion to
Approve that we process these tax liens.
I move that we so process the tax liens as issued.
I'll second that.
Okay. Motion made and seconded.
Is there any.
Discussion any questions?
Okay hearing none.
All those in favor.
Aye. Aye. Abstain.
Okay.
So 3 Yay 1 Abstained.
Okay.
Now we come to the.
Resolution 1105.
Authorizing officials to complete.
Transactions.
We need to.
Or excuse me. Up one.
Council President appointment.
So at this time I am going to.
Nominate Seth Axman.
As the Council President.
As with everyone's current.
Term he would be.
Senior.
So I know Nikki you have.
Previous time.
But Seth is.
Would be senior.
With everybody's current term.
I would entertain.
A motion to approve.
I'll move.
Motion made. I'll second.
Motion made and seconded.
Any discussion?
And I did.
Confirm with Seth before.
That was going to be my question.
He was looking awful silent over there.
Okay.
All those in favor.
Aye. Aye. Aye.
Motion carries.
Okay so now that brings us to.
Resolution 1105.
A resolution authorizing
city officials and personnel to complete transactions
For the City of Scobey
At financial institutions.
Basically this
Will add Seth
To the Council President on this.
And then Sonya will reach out.
To the banks.
And we'll have to get updated signature cards.
So when that's done.
Maybe it will be done by next week.
So we can just sign here at the.
Next week's meeting, Seth?
Yeah that's fine. I'll be here.
And if either of you need it sooner.
Or will it take longer.
I think we actually have to go to the financial institutions.
Oh we'll have to go there.
I don't think they'll allow me to [inaudible]
Maybe.
Everybody else has always just gone to the Credit Union.
Okay.
I can do that. I'll get him a copy of this resolution today.
They do that.
And then they notarize them themselves.
Okay.
Well that will work then.
Okay so.
I would entertain a motion to approve.
Or excuse me adopt resolution 1105.
So moved.
Second.
Okay motion made.
Seconded.
Adopting resolution 1105.
Is there any discussion?
Questions?
Hearing none.
All those in favor?
Aye.
Okay.
Motion carries.
And then.
Just an update on the.
Local government.
Study that.
We are hoping will take place.
Assuming we get enough.
People to run for the.
The positions.
So I'll let you read this.
It's pretty good info.
We got some training dates listed.
I know.
Joan Bjarko
Contacted me yesterday.
And she has already filed.
She didn't tell me.
I guess I just assumed county.
Since she lives in the county.
I know there's a couple individuals.
Who live in the city.
Who have approached me.
And they are not sure.
If they are going to.
File for the city or county.
Because they have the option.
You know we're hoping to get.
At least three for each.
So we can conduct this.
You know.
I think it's necessary.
And if they decide we don't need to change anything.
Then at least we can say.
We went through the works.
So yeah I think we'll probably.
Have an update on this.
At least monthly if not every meeting.
As.
The extension.
Or Dan Clark.
Keeps sending information out.
And as we continue to learn more about it.
Because this is new for most people.
It happens every ten years.
So.
But.
So yeah.
We will keep up on that.
When do they have to file by Morgan?
I think it's August something.
And I didn't think it was going to.
Oh yeah I guess.
Yesterday was July 1st.
So I think it opened July 1st.
Because she said she filed yesterday.
So.
Yeah.
Are we going to put out any information.
In the paper on this?
Asking for people?
Um Burl.
Burl actually approached me on that.
And he kind of has his own plan.
Of putting this information out.
Thanks Wyatt.
Thanks Wyatt.
So.
You know I guess.
That's kind of where we're at.
With Burl.
He is super in favor of this.
And.
He's already been talking to people.
You know he can do whatever he wants.
He's already been talking to people that he feels.
Would be good.
Or should consider these positions.
So I'm glad he's out there.
Pushing it?
Yeah, cheerleading for this.
He should consider himself. Yeah.
I asked him. He's like.
I can't put myself in that position.
But he plans on.
Attending every meeting that they have.
I've been talking.
With Mike Lund.
And we have talked about.
Running the city of Scobey.
And the county meetings.
Simultaneously.
It doesn't say we can't.
But I still think.
A guy would need to be careful.
But I just feel if six.
Could potentially be better than.
Three and having two separate meetings.
But I don't know.
We're just looking at all the options.
If it turns out it's a no.
And it's a terrible idea.
Then we'll do separate meetings obviously.
But if it makes sense.
Because like Joan.
She is going to be great.
With this because she does a ton of research.
She knows local government already.
She's been wanting to do this.
I think for the last 30 years.
Let alone just this one.
So at least.
The 10 years ago one for sure.
So we'll see.
You know.
I'm continuing to ask questions.
On it.
I hope it goes.
I would have to check with.
Dan again.
But I believe he said.
At the meeting at the movie theater.
That.
We as elected officials on city.
Can't be on the city one.
But we could be on the county one.
Oh okay.
And vice versa I think.
Yeah so.
Like I said.
I plan on attending the meetings.
But.
So yeah that's a good question.
I guess I don't remember what he said on that.
But that's probably right.
Yeah I think that's what he said.
I remember him saying something about that.
Okay.
Well we will continue to discuss this.
Again we have public comment.
No public.
Upcoming agenda items.
Yeah we'll get working on budgets.
Sonya's already got.
Some of the.
Easy stuff done.
And then we'll figure out how much.
Money's left over and start tying that.
To projects we got going.
So.
Anyone have any.
Thing we need to get on the next agenda.
That we haven't already discussed?
Okay last thing.
We've got a couple consent items.
Got the June payroll.
And then the time cards.
So I would entertain a motion to approve.
Consent items.
I'll make a motion to approve consent items.
I'll second it.
Okay motion made and seconded.
Is there any discussion?
Okay hearing none.
All those in favor. Aye. Aye. Aye. Aye.
Okay this time I entertain.
Motion to adjourn.
I'll move.
Alright.
Time.
29 minutes.
That's going to be the smallest.
